Duty Station: Kyiv, Ukraine Position Title: Project Specialist
Grade: G5/1
Unit: Capacity Building for Migration
Management
General Functions:
Under the direct supervision of the Project Manager, the coordination of
the CBMM Programme Coordinator, and the overall guidance of the Chief of
Mission, the Project Specialist will
be responsible for the monitoring
of all CMA activities, CBMM public information-related activities,
and
the
execution of selected elements of information flow management for the
CMAs
within the projects “Capacity Building of Migration Management in Ukraine”
Phases I & II.
Specific Responsibilities:
1.
Under the supervision of CBMM
management, maintaining an independent monitoring oversight on all CMA
activities, ensuring:
a.
Commonality,
consistency and transparency of information displayed and provided by each
CMA.
b.
Quality
of information displayed and service provided by all CMAs.
c.
Adherence by CMAs to proper sources
of information, as authorized by IOM Kyiv – CBMM team.
d.
Maintaining
liaison with all relevant
consulates and embassies, national professional
associations, universities, research institutions and non-governmental
organizations, through a single point, on behalf of all CMAs.
e.
Effective hotline monitoring,
including coordination with regional counter-trafficking hotlines and reporting
on hotline statistics.
2.
Coordinating the CMA website
updating with information from the CMA NGO partner staff.
3.
Organizing, evaluation and
monitoring of trainings of CMA and State Employment Service staff.
4.
Assist
with organising workshops and training sessions, and support senior trainer in
conducting trainings to promote the Best Practice manuals and other relevant
subjects.
5.
Drafting press releases in Ukrainian
and English, proof-reading, editing and revising all press-related materials
produced in the CBMM Unit and
coordinating publications disseminated to the general public.
6.
Participating in the planning and
execution of CMA and migration awareness PI-campaigns.
7.
Act
as the liaison (focal point) between CMAs for circulation of new ideas, proposed
amendments to operations and services, in full coordination with CBMM
management.
8.
Drafting
of all CMA reporting, producing regular updates, briefings, on ad hoc, monthly,
annual, end-of-projects bases.
9.
Facilitating information exchange
and programme cooperation on all CMA project activities.
10.
Undertake
duty travel around Ukraine and abroad on a needs-to-do
bases.
11.
Performing other relevant duties as
might be assigned.
QUALIFICATIONS AND EXPERIENCE
Education:
University degree in political or social sciences, humanities,
international relations, or economics; alternatively, an equivalent combination
of relevant training and field experience
Experience: Two
to three years professional experience in working with vulnerable population
groups, project development and implementation, and technical cooperation
programmes both in the field and in headquarters
environment.
Language:
Thorough written and spoken
knowledge of English and Ukrainian a must.
Skills:
Computer literacy
and good knowledge of the MS Office application; excellent written and
communication skills;
possesses liaison and negotiation skills; strong organizational capability;
proven written and analytical skills;
effective resource management
skills; ability to work well under pressure; proven ability to produce quality
work to set deadlines.
Competency: Ability to work in difficult
circumstances; ability to work with minimum supervision; readiness to
travel to the field; personal commitment, flexibility, efficiency and drive for
results; flexibility and
open-mindedness; strong analytical and creative thinking skills, ability to work
effectively and harmoniously with multicultural and multidisciplinary teams;
demonstrated
ability in liaising with governmental and diplomatic authorities as well as with
international institutions
