5. Duties and Responsibilities:
Under overall supervision of the National Programme
Manager and Senior Technical Expert, the incumbent will be expected
to:
· Identify opportunities for further
development of the Civic Portal for supporting of the Ukrainian Civic sector and
Ukraine’s open society agenda in general;
· Organize and support the Portal
development strategy creation;
· Package ideas and mobilize
partnership and resources needed for implementation;
· Schedule, monitor and evaluate the
strategy/ideas implementation, including composition of technical requirements
for external or internal software developers, define formats for
technological documentation, formulate technical requirements for program
developers group etc.;
· Develop and execute strategy and
plans to build visibility and drive traffic/new users for Civic Portal
nationally and internationally;
· Develop and maintain productive
working relationships with variety of partners on the national, regional and
local levels;
· Proactively support national
e-capacity building;
· Monitor and analyze the
implementation of on-going activities as well as write periodic progress
reports;
· Prepare work-plans;
· Facilitate implementation of Civic
Portal activities;
· Assure proper reporting under the
project;
· Explore growing needs of the
Ukrainian Civic sector and show creative approach to the development of new
services to satisfy them.
6. Experience and Qualifications:
· Mature judgment combined with proactive,
energetic approach to problem solving;
· Excellent impersonal and
communication skills;
· Strong organizational and time
management skills; resourceful in finding solutions.
· At least 5 years of practical
managerial and/or business development experience, (references
required).
· Knowledge of Ukrainian legislative,
policy and human resource issue as they apply for ICT.
· Upwards of a Master’s degree in
relevant field.
· Fluent Ukrainian, Russian, English
an important asset.
· Knowledge of and complete comfort
with computer applications is essential (including organization of public
presentations on PowerPoint).
